Veeri reviews functioning of Revenue department | KNO

JAMMU, FEBRUARY 15 (KNO) : Minister for Revenue, Hajj & Auqaf and Parliamentary Affairs, Abdul Rehman Veeri, today reviewed the functioning of Revenue department in a meeting convened with senior officers of the department. The meeting was attended by Financial Commissioner Revenue Lokesh Jha, Commissioner Secretary Revenue Shahid Inaytullah, Divisional Commissioner Jammu Hemant Sharma, Deputy Commissioner Jammu Kumar Rajeev Ranjan, Custodian General J&K Ajaz Ahmad Bhat, Regional Director, Survey & Land Records Jammu and Srinagar and other senior officers of the department. The meeting was informed about the physical and financial progress achieved by the department including expenditure status of fund allocation under CAPEX Budget. It was informed that out of Rs 712.50 lakh as proposed outlay 2017-18, Rs 613.84 lakh have been incurred upto January 31, 2018 thereby utilizing 86 % of funds authorized by the administrative department. The Minister asked the officers to furnish Monthly Progress Reports to the Finance department on regular basis and asked the Divisional Commissioner Jammu to further streamline the process. Veeri asked the Financial Commissioner Revenue to regularly review the progress of works at new administrative units and also to take up the works which were taken up but have not completed because of various reasons. The meeting was informed that to strengthen the old/new administrative units, Rs 85.50 lakh have been utilized upto Jan 2018 out of total earmarked Rs 92.82 lakh during current fiscal. It was informed that vehicles are being provided to the Revenue Officers. In first phase, all the SDMs have been provided new vehicles and in second phase, Tehsildars will also be provided vehicles for smooth functioning of department especially at field level. While discussing other issues, the Minister asked the concerned officers to look into the pending issue of DPC of Naib Tehsildars and promotion of Patwaris to Girdawars. The Minister asked to furnish the details of Patwaris and Naib Tehsildars who have overstayed at their place of postings so that reshuffling of staff can be done. With regard to the progress on Digital India land Records Modernization Programme (DILRMP), the meeting was informed that scanning of Revenue documents/maps and digitization of cadastral maps, establishment of Ground Control Points and development of web-based enterprise Geo-Information System (GIS) is underway. Regional Director, Survey & Land Records Jammu and Srinagar apprised the Minister about the status of works under DILRMP. It was informed that writing of Jamabandi, scanning of documents, maps and other required task is under progress and are at various stages. The Minister asked the concerned to complete the process for the already identified 2 tehsils on pilot basis one each at Jammu and Srinagar in a systematic manner so that the project be kicked off in the state at the earliest. It was informed that due to short of manpower, the progress is not upto the mark and dedicated staff is required for the process at Jammu and Srinagar districts. Responding to the issue, the Minister said that issue will be taken care of but double efforts needs to be put in for successful implementation of this prestigious project. While discussing the performance of Evacuee Property department, the Minister asked to take up the priority projects already identified in Jammu as well in Kashmir division so that same can be completed at the earliest. The Minister also directed the concerned to maintain the Assets Register regularly and to complete the inventorization of assets upto district level so that the actual and updated information is available with all. Regarding, collection of payment against the land/property of EP department already acquired by government departments, the meeting was informed that Rs 3 crore have been collected in Jammu while as Rs 75 lakh in Kashmir division. Veeri asked Divisional Commissioner Jammu to monitor and review the process of payment collection and also asked Custodian General to coordinate and take up the issue of pending payments with concerned department and agencies.(KNO)
